Ran into a Koch employee in Austin, he said there are plans in the works for tanker lightering structures to be built in the gulf, these would be used to service tankers that are too big for the port.

From his description I figured they are something like an oil rig with a pipe running to the refinery.

Has anyone local heard of this? Some new structure would really be nice. I have no idea how far out they would be or even a time frame for the project.

I've heard the idea being kicked around for a couple years now....I'm not sure if it's getting any traction given the current struggle between WTI and Brent crude, and what the refineries are set up for....but it may be back on the books given there's no plausible end in sight to the flood of imports of Brent....

And the size of the next gen tankers. The upgrade to the Panama Canal is not many years form complete.
