Best places I know of are down Laguna SHores b4 u get to Carribean on the left. There is a drain creek running out to the bay. All along under the JFK bridge. Along the bayfront in front of the university. Back in Nueces bay where the mangroves are along the road, there has to be mullet there and in Sunset lake on the east side of the highway. JUST DONT KEEP THE SHRIMP from these areas. That is a estuary and game wardens will cite you for that.

When I fished the surf I would always catch as many mullet as my busket would hold there at Fish pass on the Laguna side. The turn off before the bridge as your heading north on 361.
