Somke signals from Austin are telling some people that Kayak regestration is under consideration again by the TP&W.
What are your thoughts?

Many good arguments are provided on the TKF thread below opposing paddle craft registration (aka:PADDLING TAX ), which has been beaten back 3 times previously in Texas.

http://www.texaskayakfisherman.com/forum/viewtopic.php?f=2&t=112974

If interested - Here are some more oppositional positions from organizations that have fought against paddle craft registration in other states :

http://www.americanwhitewater.org/archive/article/755/
http://www.paddleflausa.com/showpage.asp?page=bac-registration
http://www.paddleflausa.com/showpage.asp?page=bacfppaposition
http://www.paddleflausa.com/showpage.asp?page=bacacaposition
http://www.paddleflausa.com/showpage.asp?page=bacvesseltypes

Some states have not been successful :

STATES WITH CANOE & KAYAK REGISTRATION REQUIREMENTS
Alaska Requires registration of all paddlecraft
Arizona Registration requirements repealed in 2000 due to lack of funding, high cost of administration, and ineffective ability to return services to the paddlesports community at a level corresponding to the fees.
Illinois Requires registration of all paddlecraft
Ohio Requires registration of all paddlecraft.
Oklahoma Requires registration of all paddlecraft
Iowa Requires registration of all paddlecraft
Minnesota Requires registration of all paddlecraft
Pennsylvania Requires registration of all paddlecraft using Fish & Boat Commission access points.

If its for a benefit I'm cool with it. But in a different manner. I say put it on your fishing license versus registering the yak itself. Similar to a stamp? I know some people that own a few yaks but don't use them all the time. Just posting it as a thought - no need for all the what ifs' please.

Better idea...when buying a license, one declares their kayak(s) for their stamp and then gets $15 off the license total. Very Happy

I really don't see how it could happen. Way too many yaks out in the secondary market with no documentation./serial numbers.

The law on registering all boats would have to be changed. Currently kayaks fit in with all other non-powered craft. If you have to register a kayak, then all the rowboats, etc would have to be registered. Not sure the politicians could handle that uproar.

Yep -- here is the list from one of the links I attached above:

http://www.paddleflausa.com/showpage.asp?page=bacvesseltypes

Vessel Types - Who Could This Affect?
What is a Vessel?

The word "vessel" includes every description of watercraft, including non-displacement craft, WIG craft [Intl], and seaplanes, used or capable of being used as a means of transportation on water.

Go to Coast Guard Navigation Rules and Regulations to see source of the definition.
See this explanation of WIG craft.

According to the USCG definition, the following vessels would require registration:

Catarafts
Dingy/motor capable, some less than 10'
Expedition Canoes/muli-paddlers
Folding kayaks
Foldable boats
Human Powered Boats
Human Powered Vessels, unusual vehicles (website listings)
Hydrofoil Kayaks
Inflatable Kayaks
Inflatable Canoes
Inflatable Rafts
Paddleboats/electric versions available/less than 10'
Party tubes that hold more than one person
Pirogues
Pool Boats/up to 6'7" in length
River rafts that hold multiple people
Rowing Shells
Rowboats/motor capable, some less than 10'
Rubber Boats/electric motor adaptable/
Sailboats
Sculls/rowing
Shells/rowing
Surfboard
Surfski
Towables/some are 11' long
Waterbikes/capable of speeds up to 6 miles per hour
Watertrike/Amphibious Trike
Windsurfers

I would add Stand Up Paddleboards and Inner Tubes

Towables???

Fricking ridiculous to even be brought up. Surely we have more pressing issues to attend to in Austin! Evil or Very Mad
