Would a fillet knife or ice pcik on board be considered a venting tool?
Also, are the hook removers like those sold at Academy considered dehooking devices?

No, they are not. You need an actual venting tool.
Not sure on the hook removers...I bought an ARC dehooker "just in case" the feds made a big deal about it.
