My family will be spending some time in P.A. during September or October...uncertain of the exact date. We'll be staying where I can walk to the beach/surf and I'll be fishing every morning I'm there. This will be south of the jetty and north of BHP.

What is the best method at that time of the year....bait or artificials? And, can I catch(castnet) bait in the surf?

October is a GOOD flounder month some years, depending on the weather patterns which effect the water temprature.
