RXfire ... I like your idea of a double decker pier.
Fishing from it in the shade would be a pleasure in June - July - Aug.
Not to mention shelter from the rain.

I dont know if the expense would justify it ... every storm would tear it up.
More parking area would be needed.
No doubt a hefty fee would be charged to even walk out on it.

But I do like that idea.

Put the restaurant in a completely separate building up by the dune line like the park office is now.

The pier should be as storm resistant as possible and designed with fishermen in mind, including an entrance high and far enough back to keep the place open during high tides that close down the rest of the beach. I really like the idea of cover from sun and rain too although people would probably just turn it into a campground and block everybody else.

While we are it, porta potties at the end and middle of the thing too. the handicapped and elderly should not have the walk the entire distance of the pier to use the restroom

Being from the old days i never liked the Mikel mays thing period. I miss don terry the old shack and all of it. Sometimes the music and keroke is funny as heck the bar crowd takes up too much parking for beachers and fisher persons alike. Whatever is done needs to be thought out engineered to last and with a good design could be enjoyable for all. I just hope the powers to be think of every aspect in future decisions.

Have several of you resident fishing experts (and I don't use this term lightly) who have political and other connections decided to put together a proposal that would put fisherman's desires, needs, expectations to present to the "powers that be"?? As for the need to provide for handicapped access/needs, that should be required by law. Don't forget lighting, both directed at the pier and also directed at the water. With todays LED Technology, the cost of running such a system should be negligible. Or figure out how to make the water lights operate on a coin system - say an hour of light for .50 or using tokens you buy when you buy your pier pass. DO IT RIGHT FOR A CHANGE!!

Well, I dont think tokens for lights is a good idea. But good lighting and new lighting technology should be a point of emphasis in any rebuild or new construction. One main important key is maintenance of such structure. Ive seen both highs and lows on Bob Hall mainly lows in the past few years. I was reading something a while back on rail height requirements for such structures but now i cant seem to locate it. I know modern advancements in durable pvc have come a long way. I personally have a fence of pvc you talk about sturdy. There are just alot of options out there and alot of mitigating factors for this project. Im sure insurance both liability and structual will influence greatly in this project. All i can hope is there may be a public input asked of citizens to help in the project, but we all know polotics and goverment. It would be nice to get someone with hands on knowledge in this topic or ivolved in this project to contact tyler or allow a forum here to brief anglers on progress, after all its our tax dollars.
