Saw a construction crew out on the small peninsula that extends north of the Oso bridge. Anyone have the details?

one of the work crew told my son that they were going to create a bird sanctuary closing access to autos beyond the area where people launch boats, if its true it would be interesting to know who gets to make that kind of decision
