I use something similar when I get off to wade fish in chest deep water. It's really a very long rod holder to set the rod in when taking a fish off. Well, more than once I've had the pole get knocked over and I wouldn't have been able to find it except that I have a cord and float attached to it, which needless to say, I've found it every time.
