I would find a guide that does both. That way if the seas are down you can go offshore and catch some of those Texas monsters.

I dont think you will ever be stopped! Especially not by TPWD 9 miles offshore! I would reverse the plan as others have stated just in case the USCG check you out which I also doubt would take place.

I run a vortex 1-6 razor HD. The real question is what is general use? A 3-9 leupold would suffice if you mean hunting and plinking off a bench.

A whaler or a pathfinder both are great boats. I have been in both in 4-6 and they handled it. It was not fun but we managed getting home safely.
