I have a Cabelas wading jacket which works very well. I can't attest to the reliability as I only use it occasionally.

My birder son thinks it could be an Aplomado as well. It could also be a Peregrine as there is one that has been hanging out over by the PINS visitor center

It could be a blue morph of a Ross's goose.
